Persoalan kemiskinan dialami hampir seluruh negara di dunia, tak terkecuali di Indonesia. Program Keluarga Harapan (PKH) adalah salah satu upaya mengurangi angka kemiskinan di Indonesia. PKH merupakan program bantuan tunai bersyarat yang diadopsi dari program Conditional Cash Transfer (CCT). Sasaran dari program ini adalah peningkatan kualitas sumber daya manusia yang berfokus pada kesehatan dan pendidikan. This paper aims to explain environmental communication planning in the development of mangrove ecotourism in Bengkalis Regency. The research method used is descriptive qualitative. The researcher collected data through interviews, observation and documentation.
